(Majlis Latihan Vokasional Kebangsaan | 国家技术培训理事会
MLVK was established under the Ministry of Human
Resources on 2 May 1989, for the purpose of promoting and
coordinating skills training strategy and programme in keeping
with Malaysia's technological and economic development needs.
Students who successfully meet the actual job requirements of the
Malaysian industry as stipulated in the National Occupational
Skill standards (NOSS) will be awarded the Malaysian Skill
Certificate. This certificate is recognized by all the ASEAN
countries.
 
There are five levels of
certification:
- Malaysian Skill Certificate Level 1
- Malaysian Skill Certificate Level 2
- Malaysian Skill Certificate Level 3
- Malaysian Skill Certificate Level 4 (Diploma)
- Malaysian Skill Certificate Level 5
(Advanced Diploma)

learning. Over 1.5 million learners work towards a City
& Guilds qualification every year. City & Guilds is the
leading vocational awarding body in the UK, awarding
over 50% of all National Vocational Qualifications (NVQs),
and through our partnership with the Construction
Industry Training Board (CITB), we award over 90% of all
NVQs in Construction.
