MLVK was established under the Ministry of Human Resources on 2 May 1989, for the purpose of promoting and coordinating skills training strategy and programme in keeping with Malaysia's technological and economic development needs.

Students who successfully meet the actual job requirements of the Malaysian industry as stipulated in the National Occupational Skill standards (NOSS) will be awarded the Malaysian Skill Certificate. This certificate is recognized by all the ASEAN countries.

There are five levels of certification:

• Malaysian Skill Certificate Level 1
• Malaysian Skill Certificate Level 2
• Malaysian Skill Certificate Level 3
• Malaysian Skill Certificate Level 4 (Diploma)
• Malaysian Skill Certificate Level 5 (Advanced Diploma)
